will use our collective influence to eliminate unnecessary mandates and excessive
paperwork so that we may apply our professional skills to the unique problems and
circumstances in our respective counties.

| We will adopt uniform standards in communication methods, communications
procedures, and computer software to achieve seamless communication standards that enable
easy, convenient sharing of information among the membership.

| We will aggressively pursue funding for federal and state mandates that have
historically been promulgated without adequate, accompanying funding.

| We will work with each county and emergency management agency to assist the
members to obtain the greatest degree of job security possible.

| We will form alliances with other organizations and associations so that we can
speak with an even larger, collective voice on issues critical to us and to them.
